Development Standing Committee

The Development Standing Committee is a key committee within Kerala's local self-government institutions (Grama Panchayat, Block Panchayat, and District Panchayat) that spearheads the development of production sectors and infrastructure.

This committee plays a crucial role in preparing the Panchayat's annual plans and in consolidating and implementing development needs raised in Gram Sabhas. Its key responsibilities and structure are outlined below:

Key Responsibilities and Areas of Operation

1. Agriculture & Animal Husbandry:

  • Formulate schemes to promote paddy and vegetable cultivation, and distribute seeds and fertilizers to farmers at subsidized rates.
  • Implement animal husbandry schemes such as dairy development, poultry farming, and goat rearing.
  • Oversee the operations of veterinary hospitals and Krishi Bhavans.

2. Infrastructure Development:

  • Plan the construction, tarring, and re-tarring of panchayat roads, as well as the construction of bridges and culverts.
  • Oversee the installation and maintenance of streetlights.
  • Prepare plans for the construction and renovation of public buildings (offices, halls, markets).

3. Soil and Water Conservation and Minor Irrigation:

  • Renovation of streams and ponds, and protection of their banks through masonry work.
  • Set up systems to deliver water to farmlands through small-scale irrigation projects.
  • Construction of rainwater harvesting structures and check dams.

4. Small-Scale Industries and Employment Opportunities:

  • Provide the necessary technical and financial assistance to start small-scale enterprises and cottage industries locally.
  • Promote traditional industrial sectors (coir, handloom, pottery making, etc.).
