Health - Education Standing Committee

The Health and Education Standing Committee is one of the key committees constituted to facilitate smoother administration within Kerala's three-tier Panchayat Raj system (Gram Panchayat, Block Panchayat, and District Panchayat).

The members of this committee are selected from among the elected ward members of the Panchayat governing body. The responsibilities, functions, and significance of this committee are described below:

Key Responsibilities and Areas of Operation

1. Public Health (Public Health & Sanitation):

  • Evaluate the functioning of Primary Health Centres (PHCs) and Family Health Centres (FHCs) within the panchayat limits.
  • Plan preventive measures to curb the spread of infectious diseases, the observance of 'Dry Day', and mosquito eradication activities.
  • Monitor activities related to waste management (for example: the functioning of the Haritha Karma Sena, source-level waste management).
  • Ensure the purity of drinking water sources.

2. Education:

  • Improve the physical infrastructure of government and aided schools (primary and upper primary schools) under the Panchayat.
  • Ensure that the school midday meal scheme, drinking water supply, and toilet facilities are functioning properly.
  • Formulate plans to prevent school dropouts and provide digital learning facilities.

3. Social Welfare & Nutrition:

  • Supervise the functioning of Anganwadis. Ensure that children, pregnant women, and breastfeeding mothers receive nutritious food regularly.
  • Activities such as constructing sports grounds and providing support to clubs to promote sports and recreational activities.
